Torres missed the Blues' clashes with Schalke and and West Brom after picking up a leg injury in training and has not recovered in time to be included for the trip to Upton Park.
In the Spaniard's absence, Samuel Eto'o is once again expected to lead the line and will look to continue the run of form which has seen him find the net in each of his last two matches.

The Chelsea boss also took the opportunity to respond to the news that referee chief Mike Riley apologised to Steve Clarke for Andre Marriner's decision to award Chelsea a last-gasp penalty against West Brom.
"I am curious to know if Steve Bruce got a phone call, if Chris Hughton got a phone call, if [Michael] Laudrup got a phone call ... nobody called me to apologise it wasn't a free kick against West Brom for the second goal, or for a penalty against Everton," he told reporters.
"I am curious to know if people see that as a normal situation, if now on it is going to be the same for everybody.
"If, hypothetically, [referees] make a mistake, they are publicly exposed by their own boss."
