Last season was Sir Alex Ferguson's last term in charge of the Red Devils, and his charges gave him the perfect send-off by winning the league a comfortable 11 points ahead of City, who finished as runner-ups at the end of the 2012/2013 season.
The 2013/2014 campaign has seemed to be a different beast altogether though, with United's new manager David Moyes struggling to get the best out of a squad that is virtually unchanged from last term's title winners.
On the other hand, Manuel Pellegrini's side have been tipped by many to hoist the league trophy in May next year, and midfielder Toure shared who he thinks currently poses the biggest challenge in the English league.
"Liverpool are a big threat at the moment, because they have a strong squad and their strikers - Luis Suarez and Daniel Sturridge - are scoring goals at will," the Ivory Coast international told the Sun.
The two-times Africa player of the year then went on to question the Citizens' cross-town rivals' chances of retaining their title after a flailing start to their campaign this season.
"United will find it hard to defend the title since they have a new manager and are really struggling," the former Barcelona player reasoned.
