Paris Saint-Germain's 18-year-old French youth international Adrien Rabiot is a transfer target for Arsenal (from Le Parisien via Inside Futbol) and Chelsea (via Jamie Sanderson at The Metro), so if you want to know more about Rabiot, this is the slideshow you need to read.
According to Jamie Sanderson at The Metro, the Blues are serious about signing Rabiot:

"Arsenal, Tottenham and Liverpool have all had representatives at the Par Des Princess watching [Rabiot] in the last few weeks, but Jose Mourinho is determined not to miss out on the player. It's thought that Chelsea are in the process of putting together a bid—that would be worth £10 million up front."

Potential to Transition Into a Complete Midfielder
Adrien Rabiot, a 6'3" centre midfielder who glides across the field, showed glimpses of attacking proficiency on loan at Toulouse last season.
In the 1-0 win over Brest, he scored an outrageous left-footed instep drive from long distance.
Rabiot created three goals in his last two league games for Toulouse, including a brace of assists for goal-poaching No. 9 Wissam Ben Yedder in a 2-0 win over Montpellier.
This season back at Paris Saint-Germain, Rabiot has upped his pass completion percentage to 91, an 11.9 percent increase from his loan spell at Toulouse (79.1).
He dominated midfield proceedings during a 2-0 win over Toulouse, making more tackles (seven) than Abel Aguilar, Etienne Didot and Clement Chantome combined (six).
Rabiot does not have the same dynamic drive as Juventus' Paul Pogba, but both players can turn into world-class midfielders.

Adrien Rabiot's first foray into England as a 13-year-old was an unpleasant one because he constantly thought about packing it at Manchester City.
He lasted half a year, via Jonathan Johnson at Sky Sports: "He [Rabiot] left Manchester [City] after only six months finding it hard to adjust to English life and struggling to communicate with his teammates and coaching staff."

Say No to Arsenal and Chelsea
Rabiot played the entire game for Paris Saint-Germain in their 2-1 UEFA Champions League defeat to Benfica.
One of Benfica's best players is Nemanja Matic, a commanding midfielder and a transfer target for Manchester United, via John Cross at The Mirror.
Chelsea had no idea Matic would develop into a world-class midfielder, who stands to make Benfica £30 million or more richer, because if Blues management did, they would not have included him in a deal to sign David Luiz.
Arsenal's midfield is the reason why the club are in position to win their first league title since the 2003-04 season.
Aaron Ramsey's performances this season are on par with Arturo Vidal and, according to Wales national team manager Chris Coleman, Ramsey is just as important as Gareth Bale. 
Then there is Mathieu Flamini and Mikel Arteta, so it is in Rabiot's best interest to turn down Arsenal.

"I do not want to live the way Mamadou Sakho did. After a while, when he realised he would not play much, he took the decision to leave and he did well," Adrien Rabiot said, from Le Parisien via Sky Sports. "If a new midfielder is recruited in the winter transfer window, it will change the game for me. I would then think about my future."

Rabiot needs to remember he is only 18 years old at a club with seemingly unlimited funding and lofty aspirations.
He has started six league games and a UEFA Champions League match, while highly touted Paris Saint-Germain prospects Kingsley Coman and Hervin Ongenda dream of getting the same opportunity.
Blaise Matuidi, represented by Mino Raiola, is dragging out negotiations to extend his contract.
If Matuidi inexplicably walks out on PSG, then there is Rabiot's chance to start week in, week out.
What happens if PSG do sign another midfielder to compete with Rabiot?
He should go back to Toulouse.
